Opening scene
Kohlhaas encounters a new regulation at a border post regarding bridles, identification marks, and horse changes, whose seal is old but whose ink is fresh. The officials claim the order has always been in force; the merchants know better, but dare not contradict. What begins as petty harassment bears all the signs of an intentionally created legal trap. Kohlhaas recognizes in it less arbitrariness than construction: Someone wants obedience itself to become impossible.
