Opening scene
On the eve of a decisive decision, the council minutes are already circulating sealed, complete with signatures and conclusion. Pedro Crespo understands at once that this is not merely administrative fraud: it is an attempt to empty the people of their voice before they can exercise it. The troops will call it procedure, the wronged will see it as a sentence, and the notables will try to save appearances. But if the minutes already exist, justice must begin by contesting the very time of power.
